Bit better than Bernard . Don't hear it much at all these days, but Acker means "mate" or (loosely) "good bloke", and was still in use as an affectionate name when I was a kid.
Estuary creep has done local slang no favours . |

My interpretation is:
Acker[s] - money
Bilk - obtain or withhold money from someone by deceit, cheat or defraud
So a con merchant - a sort of variant on Sgt Bilko but funnier.  |
