I don't know if this counts, but: The Orion's Arm Universe Project is running a contest this year:
The OAUP is now accepting entries in the 2008 Novella Contest. There will be five (5) winners announced in December 2008 at www.orionsarm.com. You could win cash and the opportunity to be published in the first annual Orion’s Arm Universe Project book.

The novella has to be set in the Orion's Arm Universe, but that is a huge and diverse place, and the novella can include new ideas, worlds or characters not already in OA, we simply ask these fall within the confines established by the Canon in order to be compatible with the Orion’s Arm universe.
